A little digging by user pointless leads to a new file which has appeared on stormseeker's site called HALOS.txt.
It can be accessed with the URL http://thestormseeker.com/thepizzaisalie/HALOS.txt
Also note that the capitalized letters in the decoded message (sans the first "P") spell out: SITE. This is obviously just another indication that the website should be visited.
